The ACR ResQFlare Pro is an electronic distress signal that replaces a traditional handheld flare. Instead of a burning charge, it uses LEDs, which offers two advantages that pyrotechnics cannot: it stays lit for hours and has no expiration date or disposal issues.
This signal is not a random flashing light. The ResQFlare Pro transmits the international Morse code for SOS: three red-orange flashes, three cyan flashes, and three red-orange flashes again. These two colors combined are more noticeable on the water than a single color. At the same time, an infrared component flashes the same SOS pattern, making you visible to rescue services searching with night vision equipment.
The device floats, has a beam angle of 180 degrees or more, and lasts for at least three hours. That is fifty percent more than the RTCM 13200.0 standard requires, and many times the burn time of a standard pyrotechnic flare. A daytime distress flag is included.

That depends on where you are sailing. In the United States, it is allowed together with the included distress flag under certain conditions, and in Canada it is permitted on pleasure craft in combination with an approved smoke signal. For other countries, the regulations of the national authority apply. For the Dutch situation, it is best to check with the competent authority before getting rid of your handheld flares.
How long does the ResQFlare Pro stay lit?

What exactly is that infrared signal?
